Memorandum of Association

Of The
All India Carrom Federation

1. Name: The name of the organisation shall be ‘ALL INDIA CARROM FEDERATION’ abbreviated as AICF.
2. Headquarters: The Office of the Federation shall be at Delhi.
3. Area: The Area over which the Federation exercises jurisdiction shall consist of the whole of territories constituting the INDIAN Republic.
4. Objects: The objects of the Federation shall be as follows:
  1. To encourage, promote, develop and stabilize the game of Carrom.
  2. To maintain general control over the game of Carrom in India particularly with reference to rules and laws of the game.
  3. To promote, control and assist in the formation of State/Union Territory Associations & Institutional bodies and to admit them as members.
  4. To arrange and/ or manage the National, Zonal and Inter-State, Inter-Institution Carrom Championships and such other tournaments and matches as the Federation may consider desirable and to make and publish the Rules and Regulations for the same and fix the date and place where such championships/tournaments or matches shall be held.
  5. To collect, receive and acquire grants, funds, donations, contributions, trophies, shields, awards and other properties moveable and immoveable, borrow or advance money for the purpose of the Federation and to employ them in such manner as the Federation considers desirable consistent with the objects and aims of the Federation.
  6. To receive subscription & fees from the affiliated Associations/Associate Members and to receive donations, contributions from members and beneficiaries of the Federation.
  7. To spend funds for the purpose of the Federation.
  8. To arrange and sponsor participation of National and other Carrom Teams in the World, Asian and other International Championships, Tournaments, Contests, exhibition matches, Test Series and any other International carrom activity and to select teams to represent India in international contests/competitions/and or any other international carrom activity and to promote, control and finance visits by such teams abroad.
  9. To invite Carrom Teams and officials from other country or countries and to organise and/or finance International Championship/Tournament and other activities and to conduct tours by foreign teams in this country.
  10. To arrange representation of the All India Carrom Federation in Olympics, International bodies, Asian Bodies and in such other bodies as is considered necessary and their meetings.
  11. To publish “Laws of Carrom”.
  12. To seek affiliation with and recognition by the competent National & International bodies.
  13. To frame and adopt such rules and regulations as may be found necessary by the Federation and to give its decisions on all matters, which may be referred to it by the various affiliated Associations/Associate Members.
  14. To compose differences, if any, among/between members and others at the request of the member and /or of its own and /or otherwise and help in resolving differences and/or other difficulties/differences within the member’s / members’ State/States concerned and to arbitrate and constitute tribunals and set up Ad-hoc committee etc., if necessary, to give directions whenever considered necessary either of its own or at the request of the member concerned and /or otherwise.
  15. To organise and hold coaching, training and refresher courses, seminars, camps for players, referees and coaches for the promotion of the game.
  16. To hold qualifying tests for Referees, Coaches and other officials and lay down rules and regulations for their registration and proper functioning.
  17. To lay down rules and regulations for the affiliation of members with the All India Carrom Federation and for their proper functioning.
  18. To co-ordinate, assist and guide the activities and functioning of the member organisations and through them other carrom bodies under their jurisdiction.
  19. To co-ordinate activities amongst members by holding Tournaments, friendly matches and otherwise.
  20. To take disciplinary action against the Members, their officials and office-bearers in relation to the All India Carrom Federation.
  21. To receive or to hear appeals from its members, players, clubs, umpires, coaches and other officials against disciplinary action taken against them by any other body and by any authority of the Federation and /or by its member units.
  22. To do all acts necessary and expedient for attainment of any of the above or any other objectives, which are ancillary and/or incidental to the above objectives or to further the general purpose of the Federation.

Rules and Regulations

Of The
All India Carrom Federation

1. Interpretations

Every reference in these rules to the masculine includes the feminine gender and singular includes plural number in these rules, unless there is something in the subject or context inconsistent therewith:
  1. ‘Federation’ shall mean the “All India Carrom Federation” also known as ‘AICF’ in abbreviated form and no other Association shall be entitled to use this name.
  2. ‘Association’ shall mean a State/UT affiliated to the Federation as a Member of the All India Carrom Federation.
  3. ‘Associate Member’ shall mean Departmental/Educational/Industrial Institution of All India Character, who have included the game of Carrom in their Annual Calendar and is affiliated to the Federation.
  4. ‘Player’ shall mean any Carrom player registered under the rules of the Federation.
  5. ‘General Council’ shall mean the Council of Members of the Federation entitled to attend any General Council Meeting.
  6. ‘Committee’ shall mean the Working Committee of the Federation.
  7. ‘Committee Member’ shall mean the Office-bearers and representatives of the State Associations/Institutions elected by the Council to the Working Committee and/or nominated by the Working Committee.
  8. ‘Office-bearers’ shall mean the President, Executive President, Sr. Vice-President, Vice-Presidents, Associate Vice-Presidents, Honorary General Secretary, Honorary Assistant General Secretary, Director (Technical), Director (Media), Deputy Secretary (Marketing), Honorary Joint Secretaries and Honorary Treasurer.
  9. ‘Rules’ shall mean the Rules, Regulations and Bye-laws of the Federation for the time being in force.
  10. ‘Member’ shall mean the Patron-in-Chief, Patrons, Honorary Members, Life Members, Associations and Associate Members of the Federation.
  11. ‘India’ shall mean Republic of India.
  12. ‘Carrom’ shall mean the game of Carrom played with the Carrom Board, Striker and Carrommen.
  13. ‘Championship’ shall mean National, Zonal/Regional, Inter-Zonal/ Inter-regional Championships for Men, Women, Youth Boys, Youth Girls, Junior Boys, Junior Girls, Sub-Junior Boys, Sub-Junior Girls, Cadet Boys, Cadet Girls, Veteran Men and Veteran Women.
  14. ‘Tournaments’ shall mean a Tournament conducted either on knock-out or league basis by the Federation or by any Association/Associate Member or its affiliated District/Club/Office with the approval of the Federation.
  15. ‘District’ shall mean the District unit affiliated to the Association.
  16. ‘Club’ shall mean Club, Institution or any other body affiliated to the District or Association/Associate member.
  17. ‘Zone’ shall mean any of the regions as may be decided by the Federation.
  18. ‘Coach’ shall mean a person accepted as a Coach by the Federation.
  19. ‘Umpire’ or ‘Referee’ shall mean a person certified as an ‘Umpire’ or a ‘Referee’ by the Federation.

2. Official Year

The Official Year including Financial Year of the All India Carrom Federation shall be from 1st April to 31st March.

3. Force of Rules

Every Member of the Federation shall be bound to conform to Rules, Regulations and Bye-laws of the Federation which may from time to time be in force.

4. Membership

The Membership of the Federation shall be limited to the following:
  1. Associations
  2. Associate Members
  3. Patron-in-Chief
  4. Patrons
  5. Life Members and
  6. Honorary Members

5. Affiliation

  1. (a) Application for affiliation from a State/Union Territory Association may be submitted to the General Secretary of the Federation along with a copy of the Rules and Regulations of the Association, names and addresses of the Office-bearers of the Association, a list of its affiliated Districts (more than 50% of Districts in that state must be affiliated), a copy of the Registration Certificate from the Registrar of Societies under the Societies Act 1956, admission fee and annual subscription for the current year. No Association shall change, extend or alter its territorial jurisdiction without the consent of the Federation. The Official Year of all affiliated Associations shall be 1st April to 31st March. No Association shall have any rule in their Constitutions which is deprecating or contradictory to the rules and principles of the Federation.(b) All Associations both at the time of affiliation or after their affiliation with the Federation (i) shall grant affiliation to District Units only and (ii) shall grant voting rights for election only to the District Associations and not to any Club(s) or individual(s). All District Associations shall also be registered with the Registrar of Societies under the Societies Act 1956. Every DISTRICT ASSOCIATION shall have at least five schools, colleges, clubs, offices; etc affiliated to it and shall conduct at least one Inter-School Tournament and an Annual District Championship every year.
  2. Application for affiliation from any Department/Educational/Industrial Institution of All India Character may be submitted to the General Secretary of the Federation along with a certificate that they have included Carrom in their Annual Calendar of activities, a copy of the Rules and Regulations, a list containing names and addresses of Office-bearers of the Sports Board, the names of authorised officials, admission fee and annual subscription for the current year.
  3. Application for admission as Life Members may be submitted, by an individual in a prescribed form along with requisite fee to the General Secretary of the Federation.
  4. On receipt of application for affiliation/admission, the General Secretary may grant provisional affiliation or admission, subject to ratification by the Working Committee in its next meeting.
  5. The General Secretary shall place before the Working Committee such application for disposal. After approval by the Committee, the General Secretary shall intimate the party concerned confirming their affiliation or admission. The Committee may reject any application for affiliation/admission without assigning any reason. In case of rejection of an application for affiliation/admission, the fees deposited shall be refunded to the party concerned.
  6. Association, Associate Member or Life Member having granted provisional affiliation shall be eligible to participate in different activities of the Federation but not the meetings. However, they can attend meetings as invitees.
  7. The Working Committee may nominate such an individual of high status in the society as Patron, Patron-in-Chief or an Honorary Member who might be beneficial to the game of Carrom and the Federation.
  8. Only Indian Citizens are eligible to be the office-bearers/members of the Federation and/or State/UT Associations.
All Member Associations & its constituents are required to insert this clause [5(viii)] in their Constitutions. If for any reason whatsoever such a clause could not be inserted in their Constitution, still this clause will be applicable to all the affiliated units/members.

6. Affiliation/Admission fee and Annual Subscription:

(i) Structure of Affiliation/Admission fee and Annual Subscription:

(ii) It shall be the duty of the affiliated unit to remit its Annual Subscription and other dues to the Federation by 30th June every year.

7. General Disciplinary Regulations

  1. Violation of the existing rules cannot be excused on grounds of ignorance of the said rules.
  2. Whoever incites a member unit to commit an infraction or aids and abets the said unit which commits the infraction, shall be sanctioned in the manner as the unit, which commits the infraction.
  3. All units of the Federation must supply to the Federation, a copy of the Registration Certificate of their Association, a copy of their respective Statutes/Constitutions/Rules and Regulations, a list of their respective affiliated units/members along with their complete addresses and a list containing names and addresses of their Office-bearers. They must also inform the Federation about the amendments, if any, within one month of carrying out such amendments to their Statutes/ Constitutions/Rules & Regulations. They shall also submit each year a copy of Annual Report on the activities of their State Association and Annual audited Statement of Accounts duly approved by their General Body, within six months of closing of the Financial Year. All affiliated units shall also submit their Annual Calendar of Activities for the prevailing year by 31st May every year. Failure to supply this information within the stipulated period will constitute a breach of this rule and may render the defaulting unit(s) to disciplinary action under these rules.
  4. All Associations must send a copy of the draws of the State/District Championships and furnish the results of the Championships to the Federation within 15 days of the Championships. It is obligatory for the Associations to invite Observers for the State Championships.
  5. All Associations shall at all times maintain a prescribed minimum number of District Associations affiliated to them.

8. Suspension Of Affiliated

The Affiliation granted to the Association(s)/Associate Member(s) may be suspended for the following reasons :
  1. If any Association/Associate Member fails to remit the Annual Subscription and other dues by 30th June, the Federation will send the notice giving a period of 30 days. If any Association/Associate Member fails to comply with the notice, their membership will be suspended. Such defaulter Association may rejoin the Federation on payment of late fee of Rs.100/- and all outstanding dues upto 30th September and on payment of late fee of Rs.300/- and all outstanding dues upto 31st March of the prevailing financial year and on payment of late fee of Rs.500/- and all outstanding dues any time during the next financial year.
  2. If any Association/Associate Member fails to participate in different activities of the Federation, especially the Junior & Sub-Junior National Championship (in case of Associations) in a particular year without assigning any valid reasons, their membership may be suspended. Concerned unit may apply for revision after paying a penalty of Rs.500/- along with an undertaking that in future it will participate in Federation activities regularly.
  3. If any Association fails to hold their election in time or in a proper manner, the Working Committee may suspend their affiliation upto the conduct of proper election.
  4. If any Association fails to hold the State Championship for one year, the Working Committee may suspend their affiliation. Revision may be considered, on payment of a penalty of Rs.1000/- and an undertaking to hold the activity regularly.

9. Disaffiliation

The Working Committee in its meeting may consider the disaffiliation of Association(s) or Associate Member(s) under following circumstances:
  1. When any unit remains in arrears for more than two years.
  2. When any unit does not participate in any Championship/Tournament consecutively for two years and/or if any Association does not participate both in Junior & Sub-Junior National & Inter-State Championships in a particular year.
  3. When any unit fails to hold election to its Association within one year after the completion of its term.
  4. When any unit fails to hold the State Championship consecutively for two years.
  5. When any unit does not respond to the correspondence of the Federation for one year.
  6. When any unit violates the provisions of Rules and Regulations of the Federation.
  7. When any unit on its own wishes to withdraw its affiliation.
  8. When existence of such unit is considered against the promotion of the game.
  9. When Federation receive any such instruction from Olympic Association/ Government of India/Court of Law.
  10. Once disaffiliated, such unit may not be given affiliation again under any circumstances and the Federation reserves the right to affiliate some other body in place of that unit.
  11. When any Association at any stage does not have 50% of the districts affiliated to it and has not given voting rights only to the District Associations.

10. Management

The management of the Federation, its affairs and enforcement of its Rules, Regulations and Bye-laws shall be the responsibility of the Working Committee.

11. General Council

The General Council of the Federation shall consist of :
  1. One accredited representative of each Association with voting right.
  2. One accredited representative of each Associate Member without voting right in case of election.
  3. Immediate past President without voting right.
  4. Patron-in-Chief/Patrons/Life Members of the Federation without voting right.
  5. Office-bearers without voting right in case of election.

12. Working Committee

The Working Committee of the Federation shall consist of:
  1. All Office-bearers
  2. One representative each of the elected members of the Committee subject to a maximum of one-fifth of the Associations affiliated to the Federation.
  3. Provided that no Association shall have more than two representatives in the Committee including Office-bearers.
  4. A total of two representatives of the Associate Members co-opted by the Committee immediately after assuming charge without voting power.

 

13. Vacation of Office

An Office-bearer/Working Committee member, who fails to attend three consecutive meetings of the Committee/Council without seeking leave of absence, shall deemed to have vacated the post he/she is holding. Such vacancies may also be filled by the Working Committee as Casual Vacancy. Vacation of Office may also occur due to resignation or removal or death of any Office-bearer and such casual vacancy may be filled by the Working Committee, if election is not due within six months of the date of such casual vacancy.

14. Office-Bearers

The following shall be the Office-bearers of the Federation:
  1. One President
  2. One Executive President
  3. One Senior Vice-President
  4. Four Vice-Presidents
  5. Seven Associate Vice-Presidents
  6. One Hony. General Secretary
  7. One Hony. Asstt. General Secretary
  8. One Director (Technical)
  9. One Director (Media)
  10. One Dy. Secretary (Marketing)
  11. Five Joint Secretaries
  12. One Hony. Treasurer

 

15. Election

(a) Elections
  1. Election shall be held once in four years, at the Annual General Meeting (Meeting of the Council) to elect the Working Committee from amongst the accredited representatives of the Associations. It can also be held before the due date. If the elections are held in a requisitioned meeting the tenure will be for three months. In that case, election should be held again in a routine meeting of the General Council.
  2. Associations through their accredited representatives in the AGM of the Federation shall have the right to vote provided that dues of the Federation have been paid in time and subject to the provisions of these Rules generally or any Bye-laws thereunder.
  3. Associations through their accredited representatives have the right to seek election to the Working Committee of the Federation subject to provisions of these Rules and Regulations.
  4. The person seeking election to any post except the post of President shall be the bonafide member of that State (from at least six months preceding the date of the notice issued for the elections).
  5. All accreditions shall have to be made by the President or the General Secretary of the State Association.
  6. Only those candidates who are less than 70 years of age as on the date of election are eligible to contest elections for the posts of office-bearers. Office-bearers shall cease to hold their posts on attaining the age of 70 years.
  7. No Government servant shall contest/canvass in elections to the Federation without prior permission of the Government.
  8. No Government servant shall hold elective office in the Federation for a term of more than four years, or for one term, whichever is less.
(b) Electoral College
  1. Each Association duly affiliated by the Federation shall have two votes at the elections of the Office Bearers and Working Committee Members of the Federation.
  2. For the purpose of sub-clause (i) above, each Association shall be represented by two members authorized by the President or General Secretary of the affiliated Association; however, in case President/General Secretary nominates different person(s), the person(s) authorized by the President shall be deemed to be the duly authorized person(s) irrespective of the date.
  3. Each Associate Member duly affiliated by the Federation shall be represented by only one representative.

16. Procedure for election

Returning Officer: As soon as, may be before/after the issue of the Notice for the Annual General Meeting (AGM), the President of the Federation shall nominate a person as Returning Officer to conduct the elections of Office bearers and members of Working Committee of the Federation. The Returning Officer shall conduct the elections in accordance with the Rules & Regulations of the Federation and the Election Bye-laws/Guidelines issued by the Ministry of Youth Affairs & Sports, Government of India from time to time.

17. Terms & Tenure of Office

  1. An Office-bearer of the Federation once elected shall hold office for a term of four years and is eligible for re-election with simple majority.
  2. The President can hold the office for a maximum period of twelve years with or without break.
  3. The General Secretary and Treasurer of the Federation once elected shall hold office for maximum of two terms of four years each and are eligible for re-election after a cooling off period of four years.
  4. No Office-bearer of the Federation shall be eligible to be the Office-bearer simultaneously of other National Sports Federation(s) excepting the Indian Olympic Association or such organization to which the Federation is one of the members.

18. Annual General Meeting

  1. The Annual General Meeting (also known as Annual Meeting of the General Council) shall be held by 30th September every year preferably at the place where the National Championships are staged or at a place, date and time to be decided upon by the President.
  2. The normal Agenda of the Annual General Meeting, amongst other things, shall be:
    1. Confirmation of Minutes of the last General Meeting.
    2. Consideration and adoption of Annual Report of the General Secretary for the previous year.
    3. Consideration and adoption of Audited Statements of Accounts for the Previous Financial Year.
    4. Appointment of Auditors and fixing their remuneration.
    5. Election of Office-bearers and members of the Working Committee, if it is due.
    6. Consideration of amendments(s) to the Memorandum of Association and Rules and Regulations of the Federation, if required.
    7. To transact such other business as may be brought before the council meeting with the permission of Chairman.

19. Special General Meeting

  1. Special General Meeting may be summoned at any time by the President at his discretion and/or shall be convened by the President or Hony. General Secretary or by order of the Working Committee whenever it deems expedient or on a written requisition signed by President/Secretaries of not less that 75% Associations within 30 days from the date of receipt of the said requisition. In the requisitioned meeting, only specified items of Agenda announced will be considered for discussions.
  2. To pass a resolution of no confidence, it will be a mandatory requirement that such requisition against the President, General Secretary, Treasure and other Committee members be passed only by 2/3 rd majority of members present and voting. A resolution of no Confidence not supported by 2/3 rd majority of vote will be deemed to have fallen through and the meeting will be treated as null and void. The quorum for such a meeting will be 3/4th of the total strength of the representatives of the Associations entitled to vote.

20. Emergent Meeting of the Council

Notwithstanding anything contained in the Rules & Regulations of the Federation, an Emergent Meeting of the Council may be convened even at shorter notice by the Hony. General Secretary in consultation with the President for any urgent specific matter. In such a meeting, only specified items of the Agenda announced will be considered for discussion.

21. Resolution by Circulation

On any issue of urgent nature and under special circumstances, when a meeting of the Working Committee cannot be convened, the Hony. General Secretary may obtain the approval of the members of the Working Committee by circulation and act accordingly, provided that majority of members favour the proposal so circulated. But, such cases must be placed at the next meeting of the Working Committee for the formal ratification and record.

22. The General Secretary shall forward the following documents along with the Notice for the Annual General Meeting:

  1. A copy of the Minutes of the previous meeting(s).
  2. A copy of the Annual Report of the General Secretary for the Previous Year.
  3. A copy of the Audited Statement of Accounts and Reports of Auditors thereupon for the previous year.
  4. Details of amendments(s) to the Rules & Regulations of the Federation, if any, along with reasons for the amendment(s).
  5. Proforma for Nominations, if election is to be held.

23. Amendment(s) to Rule(s)

No such Rule of the Federation shall be replaced, added or altered except by two-third majority of the members present and entitled to vote in the Council meeting.

24. Working Committee Meetings

  1. The General Secretary, in consultation with the President, shall convene meetings of the Working Committee as often as he feels it necessary but at least once a year. The Agenda and other necessary papers shall be circulated along with the Notice.
  2. The General Secretary shall also convene a meeting of the Working Committee on requisition in writing by at least 60% members of the Working Committee. In this meeting only the specific matter shall be discussed for which the meeting is requisitioned.
  3. The General Secretary may convene an Emergency Meeting giving shorter notice for any specific urgent subject

 

25. Notice and Quorum for Meetings

The notice period and quorum for the meetings shall be as under:

Note: Clear days means from the date of posting.

26. Powers and duties of the General Council

  1. To elect the Office-bearers and members of the Working Committee.
  2. To appoint Auditors.
  3. To consider and adopt the Annual Report of the General Secretary.
  4. To consider and adopt the Audited Statement of Account and Budget Estimates.
  5. To acquire, hold, control, administer and dispose of the property and funds of the Federation.
  6. To make and amend Rules of the Federation as and when necessary.
  7. To frame bye-laws in accordance with the Rules of the Federation.
  8. To appoint Sub-committees i.e. (a) Selection (b) Finance (c) Coaching (d) Disciplinary (e) Rules (f) Umpire (g) Media (h) Marketing (i) Technical and (j) other Committee(s) as desired necessary.
  9. To consider and decide matters not covered under Rules & Regulations.
  10. To take such steps as may be necessary or expedient to carry out the objects of the Federation.

27. Powers and duties of the Working Committee

Following shall be the powers and duties of the Working Committee:
  1. To sanction and to control expenditure.
  2. To hear and decide all subjects submitted to it, excepting the subjects falling under the purview of the General Council in which case the Working Committee shall make suggestions and recommendations only.
  3. To conduct all affairs of the Federation under provisions of the Rules & Regulations of the Federation.
  4. To grant affiliation to any State/UT Association as a Member and Institution of all India character as Association Member.
  5. To admit Life Members, Patrons and Honorary Members on the rolls of the Federation.
  6. To disaffiliate any member of the Federation in accordance with the provisions laid down in the Rules & Regulation, if in the opinion of the Working Committee, a member has acted in a manner prejudicial to the interests of the Federation after calling upon such a member to show cause within a fortnight of the date of issue of the show cause notice to state why its membership should not be discontinued either on receipt of the member’s explanation or in default thereof.
  7. The Working Committee shall ensure that all the Associations do conduct their State Championships/District Championships which shall be pre-requisite for entering teams/players in Nationals.
  8. To consider Annual Report and Annual Accounts of the Federation.
  9. The Working Committee shall review and revise the fees fixed for different tournaments/championships from time to time.
  10. To endorse the policies, decisions, resolutions and directives of the Council.
  11. To consider recommendations of the Sub-Committees and/or other Committees.
  12. To collect, disburse, invest and control all funds and properties of the Federation.
  13. To accept gifts or endowments unconditionally or subject to such condition as may be approved.
  14. To acquire property or to acquire or accept trophy(ies) or shield(s) on behalf of the Federation.
  15. To fill up the vacancies in the Working Committee and Sub-Committees during the session.
  16. To nominate Member(s) of the Working Committee amongst the Associate Members.
  17. To nominate Associate Vice-Presidents.
  18. To appoint Arbitrator in case of disputes within any Association or in between Associations.
  19. To take disciplinary action against member/player/official for act of indiscipline, misconduct, violation of Rules & Regulations or for any act which is prejudicial to the interests of the Federation.
  20. To settle disputes, if any, within and between Associations.
  21. To co-ordinate the activities of members.
  22. To appoint National Coaches.

28. Official-bearers & their duties

(a) President
The President shall be elected not necessarily from amongst members of the General Council. He shall perform the following duties:
  1. To preside over all meetings of the Council, Working Committee and Selection committee. In his absence, Executive President, Sr. vice-President or any of the Vice-Presidents shall preside over the meetings. If the President, the Executive President, the Sr. Vice-President and the Vice-Presidents are not available, the Council or the Working Committee as the case may be, shall elect its own Chairman amongst the Members present.
  2. In case of any emergency, he can issue order on all subjects. Such order shall be confirmed or ratified in the next meeting of the Working Committee.
  3. He shall have a casting vote in case of a tie in addition to his own vote.
  4. To ensure that financial position of the Federation is sound and no unauthorized expenditure is incurred.
  5. At any meeting, the President shall have the right to interpret the rules and decide all points of order or procedure raised by members and his decision/interpretation thereon shall be final and binding.
  6. The President shall have the superintendence and control over day to day functioning of the Federation.

 

(b) Executive President
The Executive President shall be elected not necessarily from amongst the members of the General Council. He shall perform the following duties:
  1. To perform all duties of the President in his absence.
  2. To Chair meetings of the Finance Sub-Committee of the Federation.
  3. To do any act on the instructions of the President.
c) (i) Senior Vice-President
Senior Vice-President shall be elected from amongst the members of the General Council. They shall perform the following duties:
  1. To perform all the duties of the President or the Executive President in their absence.
  2. To Chair the meetings of the Sub-Committee in which he is a member but the President or the Executive President are not there in that Sub-Committee.
  3. To do any act on the instructions of the President.
(c) (ii) Vice President
Vice-Presidents shall be elected from amongst the members of the General Council. They shall perform the following duties:
  1. To perform all the duties of the President, Executive President and the Senior Vice-President in their absence.
  2. To Chair the meetings of the Sub-Committee in which he is a member but the President, Executive President or the Senior Vice-President are not there in that Sub-Committee
  3. To do any act on the instructions of the President.

 

(d) Associatre Vice President
Associate Vice-Presidents shall be nominated by the Working Committee in its first meeting. Only individuals of some status from different walks of life and/or from amongst the Associate Members shall be nominated as Associate Vice-Presidents. They shall perform the following duties:
  1. To attend the Working Committee or the General Council meetings as invitees. They may give their advice on any subject.
  2. To do any act on the instructions of the President.
(e) General Secretary
The General Secretary shall be elected amongst the members of the Council. The duties and functions of the General Secretary shall be as under:
  1. To look after the welfare of the Federation and the affairs in accordance with the Rules, Regulations, bye-laws and directions of the President, Working Committee and the Council.
  2. To convene meeting with the concurrence of the President, prepare Agenda and record minutes of such meetings.
  3. To carry on correspondence on behalf of the Federation pertaining to his duties and functions within & outside the Federation.
  4. To keep and maintain office records and records of all Championships, Tournaments or any other activities held under the auspices of the Federation.
  5. To call for papers/information from Associations/Associate Members and other Office-bearers of the Federation necessary for the disposal of any matter and perform such duties as prescribed in the Rules, Regulations and bye-laws of the Federation.
  6. To appoint Observers for elections to the State Associations and for the State Championships.
  7. To help the Members to compose/settle the dispute/differences within the Associations and between the Associations.
  8. To grant transfer to players as per Rules.
  9. To prepare and present the Annual Report on the activities of the Federation to the Working Committee.
  10. To generally co-ordinate activities of all other wings of the Federation.
  11. To have custody and maintain in good order and conditions, all trophies, Souvenirs, seals, Furniture and properties of the Federation.
  12. He may keep an imprest cash not exceeding Rs. 5,000/- for defraying urgent expenses.
  13. To grant/approve Championships/Tournaments/activities of the game of carrom and take steps incidental thereto according to Rules.
  14. To exercise general control and supervise all matters pertaining to the Federation subject to any general or special directions of the Committee or the Council and as per Rules & Regulations of the Federation.
(f) Assistant General Secretary

Assistant General Secretary shall be elected amongst the members of the General Council. He shall normally assist the General secretary in day to day Working of the Federation, act for the furtherance of the interest of the game of Carrom in consultation with General secretary and carry out all duties of General Secretary in his absence or on explicit instructions of the General Secretary in writing to the extent

 

(g) Director (Media)

Director (Media): Director (Media) shall be elected not necessarily from amongst the members of the General Council. He shall perform the following duties:

  1. Co-ordinate and maintain good relations with both electronic and print Media.
  2. Organise Press Meets before every Championship/ Tournament and meetings of the Federation.
  3. Ensure timely preparation and issue of Press Releases in every Championship/ Tournament.
  4. Ensure proper facilities to Media persons at the venue of each Championship/ Tournament.
  5. Maintain complete data of contact numbers, email IDs, fax numbers and postal addresses of national dailies, sports channels, news channels and local dailies published all over India.
  6. Ensure publication of Press Releases on the website of the Federation, immediately after they are sent to the Media.
  7. Maintain record of all Press Releases and Clippings.
  8. Maintain details of players records for providing to the Media.
  9. Shall perform his duties in coordination with General Secretary and perform other acts on the directions of the General Council/ Working Committee/ President/ General Secretary of the Federation.
  10. Submit his Report every year to the Federation by 30th June every year for inclusion in the Annual Report of the Federation.

He shall be an ex-officio member of the Media Committee of the Federation

(h) Deputy Secretary (Merketing)

Deputy Secretary (Marketing) shall be elected not necessarily from amongst the members of the General Council. He shall perform the following duties:

  1. Shall liaise with Commercial/ Industrial Houses and cinema/ sports celebrities for marketing of carrom and various activities of the Federation.
  2. Shall co-ordinate with event management companies for marketing of carrom and Federation’s activities.
  3. Shall suggest measures to sell carrom events and to attract the attention of sponsors.
  4. Get draft agreements prepared for signing by the Federation with sponsors.
  5. Assist Organising Secretaries in getting sponsorships of various activities of the Federation.
  6. Ensure implementation of all agreed terms of sponsors.
  7. Act in co-ordination, consent, supervision and control of the General Secretary of the Federation and also act on the directions of the General Council/Working Committee and President of the Federation.
  8. Submit his Report every year to the Federation by 30th June every year for inclusion in the Annual Report of the Federation.

He shall be an ex-officio member of the Marketing Committee of the Federation

(i) Joint Secretary
The Joint Secretaries shall be elected zone-wise from amongst the members of the General Council. They shall work under the orders and control of the Working Committee, the President and the General Secretary. They shall discharge their duties in consultation with the General Secretary. They shall perform their duties as under:
  1. To co-ordinate with the Associations/Associate Members in their respective Zones.
  2. To ensure payment of dues, conduct of State/District Championships in the States of their respective Zones.
  3. To ensure proper arrangements for Federation activities whenever held in their respective Zones.
  4. To attend Annual General Meeting or election of the State Associations in their respective Zones.
  5. To take necessary steps for conduct of Zonal Championships in their respective Zones.
  6. To take necessary steps in deputing team of their respective Zones in Inter-Zonal or any similar activity by the Federation.
  7. To perform duties as assigned to them by the General Secretary.
(j) Treasure
The Honorary Treasurer shall be elected amongst the members of the General Council. He shall perform the following duties:
  1. To receive all moneys of the Federation and maintain proper accounts.
  2. To act as in-charge of all moneys, Account Books, Papers, Vouchers and records including cheque books pertaining to his office and shall submit an audited statement of Accounts annually and/or otherwise, if necessary.
  3. To deposit money as and when received in the Federation account with the approved Bank without unreasonable delay.
  4. To help the Auditor in all possible ways in the auditing of accounts and to explain him such items, entries, etc. for which he may be called for.
  5. To send copies of his correspondence to the General Secretary for co-ordination.
  6. To prepare and present the Budget Estimates to the Finance Committee and/or the Working Committee.
  7. No expenditure shall be made by the Treasurer without the sanction of the President/General Secretary.
  8. To submit Income & Expenditure Statement and the Balance Sheet as audited for the preceding year and the budget estimates for the following year to the Working Committee/General Council.
  9. To prepare and submit to the General Secretary the list of Associations/Associate members who defaulted on the payment of their Annual Subscription and other payment to the Federation.

 

(k) Director (Technical)

Director (Technical) shall be elected amongst the members of the General Council. He shall perform the following duties:

  1. Ensure overage players do not participate in nationals and other activities of the Federation.
  2. Initiate and supervise Age verification process in the National Championships and other activities of the Federation.
  3. Recommend the names of officials for Technical/ Championship Committees for different activities of the Federation.
  4. Approve layout plans of the tournament halls.
  5. Verify and inspect carrom equipments before use in national championships and other activities of the Federation.
  6. Coordinate with Technical Officials, Desk Officials & Umpires in different activities of the Federation.
  7. Propose changes, if any, in the specifications of equipments and rules of the ‘Laws of Carrom’ and Tournament Regulations of the Federation.
  8. Shall perform his duties in coordination with General Secretary and perform other acts on the directions of the General Council/ Working Committee/ President/ General Secretary of the Federation.
  9. Submit his Report every year to the Federation by 30th June every year for inclusion in the Annual Report of the Federation.

He shall be an ex-officio member of the Technical Committee of the Federation.

29. Sub-Committees, Their Composition and Powers

(a) Selection Sub-Committee

The strength of this Sub-Committee shall be five members including the President, who shall be the Chairman of this Sub-Committee. The members of this Sub-Committee should be nominated as per provisions of the Guidelines issued by the Government of India from time to time. It shall select the National teams for the International events as per Rules and Regulations and Guidelines of the Federation.

(b) Finance Sub-Committee

The strength of the Sub-Committee shall be five members including the Executive President and the Treasurer, who shall be the Chairman and Convenor of this Sub-Committee respectively. The Members of this Sub-Committee other than ex-officio member should have knowledge of financial management and accounts. This Sub-Committee shall prepare every year the Budget Estimates of the Federation for the following year. It shall also recommend ways and means to raise funds of the Federation.

(c) Coaching Sub-Committee

The strength of the Sub-Committee shall be five members including the national Coaches, if any, who shall be the ex-officio member of this Sub-Committee. The member of this Committee should preferably be ex-national Champions or persons who are aware of the intricacies of the game. They should unearth new talent and suggest ways to groom them. It shall prepare schemes for conduct of Coaches’ Clinic or Refresher Course etc. for the coaches. It shall keep the records of the coaches and shall take steps for qualitative development of coaches throughout the country and grade them suitably.

(d) Disciplinary Sub-Committee

The strength of the Sub-Committee shall be five members. It shall consider cases of indiscipline and/or misbehaviour by any player, Umpire, Official, Association or Associate Member referred to it by the President or the General Secretary and submit its recommendations for consideration of the Working Committee. It shall also suggest ways to curb indiscipline or misbehaviour by all members of the Federation.

(e) Rules Sub- Committee

The strength of the Sub-Committee shall be five members. It shall consider and recommend the amendments to the Rules and Regulations, Bye-laws, Tournament Guidelines, etc. of the Federation. It should also in co-ordination with Umpires Sub-Committee consider proposals for amendments in ‘Laws of Carrom’ for recommending to the International Carrom Federation.

(f) Umpires Sub- Committee

The strength of the Sub-Committee shall be five members. All members of the Sub-Committee must be Umpires on All India Panel. It shall frame rules and regulations and adopt ways and means to raise the standard of Umpiring in the country. It shall recommend rules and regulations for conduct of examination for the All India Panel of Umpires in India. It shall conduct the examinations preferably during the course of National Championships. It shall maintain records and panel of qualified and active Umpires in the country and prepare schemes for conducting Umpires Clinics and Refresher Course etc. from time to time. It shall help the Federation to nominate Desk Officials and Umpires for different National Championships and All India Tournaments.

(g) Media Sub- Committee

The strength of this Sub-Committee shall be five members including Director (Media) as an ex-officio member. This Sub-Committee should suggest from time to time the ways for giving proper publicity to the game. It should be responsible for proper media coverage of all activities of the Federation.

(h) Marketing Sub- Committee

The strength of the Sub-Committee shall be nine members including Deputy Secretary (Marketing) as an ex-officio member. It should work to market the game. It should contact industrial/commercial houses and the event management companies for sponsorship of different activities of the Federation. It should also from time to time formulate policy for marketing of the game.

(i) Technical Sub- Committee
The strength of the Sub-Committee shall be five members. It shall promote the scientific and practical study of the techniques of the game. It shall review the basic rules of the game keeping in view the entry of electronic media and suggest changes in equipments and rules. Director (Technical) shall be an ex-officio member of this Sub-Committee.
Note : The General secretary of the Federation shall be the ex-officio member of all the Sub-Committees.

 

30. Voting

  1. Every subject of the General Council and Working Committee shall save as herein otherwise provided, be determined by a majority of votes of the members present, every one having one vote only. In respect of election or on demand for voting on any subject it shall be held by secret ballot.
  2. The Chairman of the meeting shall have a casting vote in addition to his vote in case of deadlock.
  3. There shall be no voting by proxy.
  4. No proxies for attending various meetings of the Federation will be allowed. Only officials who are members of the concerned Associations and bring a letter of authority signed by the President or the Secretary or a copy of resolution passed by the competent body will be allowed to attend and take part in the meeting of the Federation.

31. Finance

  1. The funds of the Federation shall be under the Control of the Working Committee.
  2. The Working Committee shall have powers to raise funds and/or spend money as it may deem proper for carrying out objects of the Federation.
  3. An Account shall be opened in any scheduled bank as may be approved by the Working Committee in the name of the Federation. All bank transactions shall be jointly operated by the General Secretary or the Assistant General Secretary and Honorary Treasurer.

32. Resignation

An Association/Associate Member desirous of resigning from the Federation may give written intimation thereof to the General Secretary. The Committee may accept the resignation provided that no amount is then due to the Federation by such an Association/Associate members and provided that such an Association/Associate Members does not come under the provisions related to Expulsion or Suspension. An Association/ Associate Member shall be held liable for the subscription for the succeeding years, if the resignation is not duly received by the Federation.

33. Expulsion or Suspension

If a player or an official of the Federation or Association/Associate Members refuses or neglects to employ with any provision of the Rules or is guilty of such conduct as the Committee deem likely to endanger the harmony or effects the character or stability or interest of the Federation, such person, Association or Associate Member shall be liable for expulsion or suspension for such periods the Committee may fix by a resolution provided not less than two-thirds of the Members of the Committee present at such meeting shall have voted in favour of the resolution, provided also that at least 14 days before the meeting, at which such resolution is passed, shall have had notice thereof and to the intended resolution for his expulsion or suspension and that shall at such meeting and before the passing of such resolution have had an opportunity of given orally or in writing any explanation or to defend, he may think fit. Refusal to accept the service of notice shall be treated as service of the notice. On the adoption of such resolution the person/Association/Associate Members shall forthwith ceases to be affiliated to the Federation, and shall have no claim against the Committee and/or the Federation.

34. Settlement of Disputes/Conflicts

  1. Disputes/conflicts in Member Association: In the event of a dispute/conflict in a Member Association or its constituent unit, a complete statement of case shall be submitted to the Federation for consideration of the Working Committee. If necessary, an emergency meeting of the Working Committee may be called. The Working Committee will appoint an Arbitrator or a Committee of Arbitrators for the disputes/conflicts who will give the decision within 30 days of the submission of the case. All the disputes within the Member Association or between/among its constituent units shall be decided by reference to Arbitration alone as mentioned herein under the Arbitration Act, 1940.
  2. The constituent members shall be deemed to continue its membership in the Federation on the specific condition that it voluntarily surrenders its right of seeking redress in any Court of Law and undertake to accept the decision of the Arbitrator subject to the provisions of Arbitration Act.
  3. All member Associations and its constituents are required to insert this clause in their Constitution by which they freely renounce their right to take the dispute/conflict before the Court of Law without exploring all avenues and undertake to accept the decision of the Arbitrator. They shall also include in their Constitution that they would have all unresolved disputes settled by the All India Carrom Federation and the affiliated units voluntarily surrender their right of seeking redress in any Court of Law. If for any reason whatsoever such a clause could not be inserted in their Constitution, still this clause will be applicable to all the affiliated units.
  4. In the event of unresolved disputes within an affiliated unit of AICF which effects normal working of the unit, the Working Committee of the AICF will constitute an ad-hoc body from within the members of the General Council, as may be necessary until the dispute within the unit is resolved.
  5. Disputes/Conflicts affecting the preparation of teams for National/International Championships: in the event of a dispute within an affiliated unit which effects normal working of the said unit and prevents preparation of team/training of the players for purpose for National/International representation/competition under the aegis of the Federation/International Federation/Indian Olympic Association and any other activity, the Federation will constitute an ad-hoc body from within its Working Committee, associating any such person from outside, as it may deem necessary, to continue with the work of such preparation and training until the disputes within the unit is resolved.

35. Residuary Power

Any matter not provided for in these rules shall be dealt with by the General Council/Working Committee.

36. Dissolution

  1. The Federation may be dissolved at a General Meeting specially called for the purpose or upon requisition of 3/4th number of Members, provided that 80% majority of Members present and votes for the same.
  2. If upon dissolution of the Federation there shall remain, after the satisfaction of all, its debts and liabilities and property whatsoever, the same shall not be paid to or distributed amongst the members of the Federation or any of them but shall be given to some Society on such terms and conditions to be determined by votes of not less than 80% of members present personally or in default thereof as the appropriate Court or the Union Government may determine in that behalf.

38. Inter- State Transfers

A player representing a State/Institution under the jurisdiction of an Association or an Associate Member (hereinafter called the first Association) and who desires to be transferred to another Association or an Associate member (hereinafter called the second Association) shall apply in the prescribed form under registered post to the General Secretary of the Federation by 31st May. Application for transfer not received within the time prescribed shall not be considered. A player seeking transfer shall enclose a No Objection Certificate from the first Association and shall remit an amount of Rs.200/- towards transfer fee. The decision of the General Secretary of the Federation on such application shall be final.

39. Suits by or against the Federation

The Federation shall sue or be sued in the name of the General Secretary. The Court within whose territorial jurisdiction the General Secretary of the Federation permanently reside and carries his functions and duties shall be the only court having jurisdiction in any suit or other judicial proceedings by or against the Federation.

40. Character of the Federation

The Federation is a permanent organization of patriotic and National Character. It is independent, autonomous and free from political, religious or communal influence.

41. Qualification of Representatives

Representatives deputed by member units to attend Working Committee, Annual or Special General Council or other meetings of the Federation shall be citizens of India and men of good standing, sound judgement and independent mind with a knowledge in principles of sports.

42. Jurisdiction of the Federation

The jurisdiction of the AICF will be divided into six zones namely North, West, East, South, North East and Institutional Zones. The Jurisdiction of these will be as under:

North

Jammu & Kashmir, Himachal Pradesh, Punjab, Chandigarh, Uttaranchal, Haryana & Delhi.

West

Maharashtra, Gujarat, Goa, Rajasthan, Vidarbha, Daman & Diu and Madhya Pradesh.

North-East

Assam, Manipur, Mizoram, Nagaland, Tripura, Arunachal Pradesh and Meghalaya.

East

Sikkim, Bengal, Orissa, Chhattisgarh, Bihar, Jharkhand and Uttar Pradesh.

South

Tamil Nadu, Pondicherry, Kerala, Karnataka, Andhra, Hyderabad, Lakshdeep and Andman & Nicobar.
